The Full Story
Heather Presley-Cowen is the founder and force behind a nationwide movement to make housing production equitable, strategic, and achievable. With 25+ years of experience in housing finance, public-private partnerships, and federal, state and local housing program design, Heather created the H.O.M.E. Method—a proven approach for unlocking housing market potential through systems alignment, local leadership, and financial innovation.
But this is not a “disruptor” story.

Instead of throwing out the old system, Heather designed a method to optimize and align it. She brings together banks, lenders, builders, developers, realtors, employers, nonprofits, and local governments to co-create housing ecosystems that produce results—and build wealth along the way.
The H.O.M.E. Method
Housing Optimization through Market Empowerment (H.O.M.E.) is a system-based approach that helps communities:
-
Define their housing market potential
-
Activate demand through coaching and tools
-
Stack capital to close financing gaps
-
Normalize new housing types
-
Track outcomes that build both homes and wealth
At its heart are the 10 Reasons Housing Plans Succeed — a framework that has helped regions move from stagnation to production in record time.
The Ecosystem in Action
To bring this method to life, Heather established a multi-entity ecosystem that supports communities across every phase of the housing journey:
Club 720 Solutions
A for-profit company delivering the “operating system” of the H.O.M.E. Method. Through consulting, software, coaching tools, and a proprietary Admin Panel, Solutions equips local teams to implement housing initiatives and scale outcomes.

Mission BUILD
The “developer’s developer.” A for-profit venture that supports Optimizers and local leaders in delivering high-quality, infill and workforce housing. Mission BUILD provides capital structuring, technical assistance, builder training, and turnkey development services for “impossible projects.”

Club 720 Development Corporation (The Hub)
A nonprofit housing intermediary that serves as the training and licensing body for new local Hubs. It pilots programs, delivers the Planner on Demand cohort, and stewards philanthropic investments in community-led housing strategies.

Where We Work
-
The Housing Resource Hub was co-founded in 2020 in partnership with the High Performance Government Network, becoming the first real-world prototype of the H.O.M.E. Method.
-
In 2023, a second Hub launched in partnership with Thrive West Central, serving a 7-county region in West-Central Indiana.
-
Today, dozens of Indiana and Illinois communities are activating housing demand, structuring deals, and producing units using this shared system.
The Club 720 Platform
At the center of this movement is Club 720, a mobile app and SaaS platform that tracks and supports every homebuyer and renter on their path to wealth-building. It offers:
-
AI-guided coaching
-
Credit and budget tools
-
Down Payment Assistance program delivery
-
Referral matching to lenders, realtors, and housing coaches
-
Real-time dashboards for government and foundation partners
With outcomes like credit score improvement, homeownership growth, and net worth tracking, Club 720 is the digital backbone of the ecosystem.
What Guides Us
Heather’s work is rooted in a simple but powerful belief:
Communities don’t need saviors—they need systems that work.
Her methodology empowers local leaders with data, tools, confidence, and swagger—because that’s what it takes to produce housing in today’s world.
