The Evolution of the Club 720 Ecosystem
From a local idea to a national movement powered by market empowerment.
Phase 1: Recognizing the System Gaps
Heather Presley-Cowen began her career in local and state government, managing federal housing programs and navigating the bureaucracy that so often stalls progress. Her “aha moment” came when she realized that plans alone don’t produce housing, systems do.

She observed a consistent gap: communities had data, plans, and even funding, but lacked the infrastructure to align partners, activate demand, and move to production. That’s where the vision for a new ecosystem began.
Phase 2: The Birth of the H.O.M.E. Method
Rather than build a workaround, Heather created a system that works with local partners—one that could harmonize the messy parts of the housing ecosystem and move markets forward.
Thus, the H.O.M.E. Method was born:

Phase 3: The First Hub — The Housing Resource Hub
In 2020, Heather co-founded the first prototype of the system—the Housing Resource Hub—in partnership with the High Performance Government Network in Northeast Indiana. This nonprofit became a real-world testing lab for the H.O.M.E. Method, supporting catalyst projects and helping local leaders become system navigators.

The Hub proved that when communities are equipped with the right tools, coaching, and confidence, they can shift from planning to production—even on impossible sites.
Phase 4: Club 720 — The Digital Operating System
As the Method matured, it needed a way to track people, not just units. That’s when Heather built Club 720, a mobile app and SaaS platform designed to:

Track user progress (credit score, readiness, referrals)

Offer a Partner Panel for Hubs, lenders, and realtors to collaborate in real time

Think of it as the Amazon of housing finance with tools for governments, developers, and residents alike.
Phase 5: Mission BUILD — Tackling the “Impossible Projects”
Some sites needed more than a good plan—they needed a master developer who could stack capital, align phases, and normalize new housing types.
Heather launched Mission BUILD, a for-profit JV entity that:

Acts as a managed service provider for Optimizers (Club 720 Hubs) during predevelopment

Serves as a co-developer or owner’s rep

Trains new builders and subs through real projects

Normalizes missing-middle price points through catalyst projects
Phase 6: Club 720 Hubs & the Network Expansion
To scale impact, Heather began training and certifying new Club 720 Hubs - local nonprofits, EDCs, and regional leaders who could become Optimizers in their own markets.
Each Hub:
